New plan to support school leadership
 
Check out the Educational Leaders website and today’s Gazette to find out more about the recently launched Professional Leadership Plan.
The Professional Leadership Plan describes how the education sector, in partnership with the Ministry, intends to build on the best of what is already happening in New Zealand school leadership. 
It aims to make sure that we have a sustainable supply of highly-skilled, high quality professional leaders throughout the school system.
The plan targets four key areas of school leadership for growth and professional learning support over 2009 and 2010. They are middle and senior leaders, aspiring leaders, first-time leaders and experienced leaders. 
The Professional Leadership Plan focuses on:
embedding leadership practices that are known to make a difference to student outcomes
leadership for hard-to-staff schools
upskilling existing Māori and Pasifika teachers
providing new support to experienced principals in primary, secondary and area schools
helping principals to manage school operations effectively, work with parents, families and whānau and lead effective teaching and learning in schools.
The plan comprises a range of new and existing programmes and initiatives that are intended to achieve measurable gains for all students, particularly Māori and Pasifika students and students with special education needs.

New board training and support opportunities
 
Help develop your board’s skills and knowledge by introducing them to the range of new training and support available from July.
The new opportunities, outlined below, make training and support more accessible, accountable and flexible. 
Tailored training and support
Tailored training and support aims to match your board’s needs with the particular skills and experience of a provider. First your board will need to contact your local Ministry office to discuss its needs.
Webinar training
As a principal, you may be familiar with webinars through involvement in Counting Education and ENROL. How about explaining what it involves and sharing your experience with the board? Encourage them to get involved.
Webinar training aims to help boards with strategic planning, understanding and interpreting data, setting and reviewing targets, budgeting and managing performance. Implementing the National Standards will also be a focus of webinars.

School building products must comply
 
Please remember to make sure the building products you buy comply with the Ministry’s design standards – particularly when you’re approached by suppliers promoting their products.

Reduce fire risk these holidays
Keep in mind that school holidays can be a risky time for fires. We suggest you carry out a fire-risk audit and take the following precautionary measures.
  • Make sure your security and fire protection systems are in good working condition.
  • Keep building exteriors clear of flammable rubbish by emptying rubbish bins and having free-standing bins attached to posts rather than to buildings.
  • Make sure everything is locked and alarmed.
  • Check your outside lighting and use a security firm to do random patrols.
  • Put mats inside to avoid making a great base for a fire.
  • Lock gates to restrict vehicle access.

Annual literacy research published
 
Keen to know more about Resource Teachers: Literacy and how they could help lift literacy achievement at your school? Then check out the latest Resource Teachers: Literacy Annual Report 2007
The report gives principals an insight into the role of a Resource Teacher: Literacy. It explores who they worked with in 2007 and the outcomes of their work.
Resource Teachers: Literacy are specialist registered teachers who provide support to students experiencing difficulties with reading, writing and/or oral language.
In 2007, 109 resource teachers worked with staff and students across state and state-integrated primary and intermediate schools. 
Every year, since 2001, they submit a range of data to the Ministry to give us a better understanding of the interventions they use and the student outcomes they contribute to. In turn, we publish the data as a report.
Findings from the latest report, Resource Teachers: Literacy Annual Report 2007, are listed below.
  • More than 4,000 students received support in 2007.
  • More than half (56 per cent) of the support was delivered through indirect, in-class support and under half (44 per cent) through direct support.
  • Students received support in one area of literacy or in two or three areas combined. Overall, almost all students received assistance with reading literacy, consistent with previous years.
  • Boys (68 per cent) were more likely to receive support.
  • More than half of all students who received Resource Teacher: Literacy support (57 per cent) were New Zealand European, one third (35 per cent) Māori and seven per cent and three per cent were Pasifika and Asian respectively.
Meanwhile, the report shows evidence of a shift in age-based reading levels for students who completed their period of regular (direct) tutoring. And while two-thirds (67 per cent) of students were reading at levels below seven years upon entry to support, less than one-third (29 per cent) were reading at these levels on exit.
In general, the results for 2007 were consistent with the trends observed in previous years.

Cyberbullying site launches
 
NetSafe has just launched a dedicated website to help schools, carers and young people themselves, address and manage cyberbullying.
Check it out at:
The site is designed to be a one-stop-shop of information and resources about the sometimes confusing and misunderstood issue of cyberbullying.
On it you’ll find information about what cyberbullying can look like, how it can affect young people and their learning and how it can be managed.
The site has dedicated pages for teachers, parents, caregivers and young people. Go online to read interviews with a school principal and a year 5 and 6 teacher about the effects of cyberbullying on the learning environment.
NetSafe has uploaded a film called At a Distance for Year 5 and 6 students about cyberbullying (starring music from New Zealand’s Opshop!) and lesson resources on cyberbullying.
School staff can use the site to order free copies of NetSafe’s DVD resources, including Let’s Fight it Together – a film resource for Year 7 to 11 students that includes lesson plans. 
Young people can use the site in class to guide group discussions about cyberbulling and explore and understand their personal experiences of cyberbullying. 
The new site will also help parents and caregivers to improve their knowledge of cyberbulling and aims to give them the tools to respond if their child is cyberbullied.
Overall, the new site aims to provide schools with all the information they need to successfully address and manage cyberbullying.
 
New TIMSS assessment booklets available
Go online to download four new booklets and companion guides published to help teachers assess maths and science.
The booklets and guides draw from the results of the latest Trends in International Mathematics and Science Study (TIMSS).
The study, carried out in 2006, involved 220 New Zealand schools and assessed around 425,000 students from 59 countries.
The results of TIMSS 2006/07 were released internationally in December 2008, along with a set of the first New Zealand reports.
After every cycle of TIMSS, a selection of maths and science questions are released to the public for their use and information.
We’ve taken four of the test booklets and developed companion guides to help teachers assess students’ maths and science abilities.

Your school is welcome to use the information as part of your assessment practice. Use the companion guides, for example, to mark questions and make comparisons against the Year 5 results, the New Zealand average and the results from other countries who participated in the study.
The TIMSS team is continuing to analyse the study and will release more information later in the year.
 
Deadline for PDPC plans coming up
 
A reminder to send in your outstanding PDPC development plans as soon as possible – the deadline is Friday 3 July 2009.
The four-year Principals’ Development Planning Centre (PDPC) project ended in December last year. If you attended the centre and would like to access the professional development funding to support your development plan, please send in your development plan for approval before the end of term two.
Contact the leadership and management coordinator at your local school support services provider if you need help preparing your development plan. Meanwhile, all reimbursement forms for payment must be submitted by Tuesday 8 December 2009.

Attendance survey update
 
Thank you to the schools taking part in our attendance, absence and truancy survey.
A random sample of schools is providing data in hard copy and others are using the electronic attendance register in their Student Management System.
Schools completing the survey by paper have been sent survey forms to record absences for a set week in June with a 30 June due date.
Schools using the electronic attendance register in their Student Management System will send their information through by the first week of term three. Details on how to complete the electronic survey were sent out in late June.
Meanwhile, we’re now also inviting all schools, using the electronic attendance register within their Student Management System, who have not been contacted by the Ministry, to participate in the survey electronically. It is a simple process where you extract and send your file via a secure web portal. If you are one of these schools, please contact the analysts below for more information.

Traumatic incident checklist due next term
 
Next term we’re posting out a new checklist to help you effectively respond to a traumatic incident.
The checklist features a number of immediate steps and actions to take in response to a traumatic incident. 
You’ll receive three copies – one for you, one for your board and one for your administration officer. File one in your Student Support Handbook – and ask your board and administration officer to do the same.
Please also photocopy and laminate the checklist and put it in a place where management can see and access it easily. 
The checklist is just one element of a range of traumatic incident support offered by the Ministry of Education, Special Education. 
The Ministry works closely with ECE service and school staff to manage traumatic incidents as part of the Ministry’s contribution to providing safe learning environments. A major aim of traumatic incident support is to reduce further harm to others by assisting the school or ECE service to continue its day-to- day operations.

Inclusion conference in September
 
A conference on inclusive education is taking place in Wellington in September.
The conference, called Making Inclusive Education Happen, is being hosted by Standards Plus and the Inclusive Education Action Group. It will be held at Te Papa from September 28 – 30. Sponsors include IHC Foundation and the University of Canterbury.
The conference features a wide range of international and national speakers, as well as workshops exploring inclusion, the role of teacher aides, curriculum, pedagogy and assessment, the transition to secondary school and much more.
International speaker profiles
Suzanne Carrington is a professor and head of school of learning and professional studies at Queensland University of Technology. She is published in national and international journals in the areas of inclusive culture, policy and practice and teaching/professional development for inclusive education. Suzanne has a particular interest in school reform and development with a focus on student voice.
Roger Slee is the founding editor of the International Journal of Inclusive Education. He is currently the chair of inclusive education at the University of London. Formerly Roger was the deputy director general of the Queensland Ministry of Education.
Tony Booth is professor of inclusive and international education at Canterbury Christ Church University. He has been researching, teaching and writing about inclusion and exclusion for almost thirty years. He’s an experienced teacher and educational psychologist. He is the main author of the Index for Inclusion – Developing Learning and Participation in Schools, translated and adapted for use in 40 countries.

The Ministry of Education regularly updates its resourcing forms. The resourcing forms webpage contains forms for allowances, grants, reimbursements and general school resourcing forms.

New for 2009
International students
International student information will be collected directly from ENROL. You can now record a student’s weekly fee or exchange scheme in ENROL.
Tables
Schools using a SMS can print their July tables as usual. Page three of the form will tell you the tables to include. No report will be printed from ENROL for the July 2009 roll return. You still need to keep ENROL up-to-date so analysis can be carried out comparing ENROL and SMS data.
 
Sending your student data file (.moe file)
Student data files (.moe files)
If you use a SMS and have the latest version you should be able to send your student data file (.moe file) directly to the Ministry. This functionally is called eReturns and will only become available after you have completed the roll return process in your SMS.
Student data upload portal
If the eReturns functionality is not available in your SMS you can upload your student data file (.moe file) through the Ministry’s secure portal in the e-admin section of the Educational Leaders website (formally known as LeadSpace). The link is at the bottom right hand side of page. Go to:

Payroll update
 
Business-as-usual
We’re changing all payroll forms. 
Changes include:
  • things payroll staff in schools have suggested will help them, like increasing font-size and adding in extra text, to make forms easier to read and understand
  • adding in post codes to save staff time when they post your school’s forms
  • information that we need as we get ready for Novopay
  • fields that our auditors and the Secretary for Education have asked us to add.

Novopay
South Islanders at the Area Schools Association Conference last month were pleased to hear the South Island will be first to change over to Novopay – around the middle of 2010.
Principals and school managers at the Novopay presentation got an overview of how the Novopay service will work. They learned about putting information directly into the payroll system and the support available through the Novopay Service Desk.
Because the Novopay online access system is still being tailored, presenters showed delegates a similar system and ran through the key features such as immediate updating of information and easy access to leave records. 
As Novopay is date-driven, payroll staff will be able to enter payroll changes even if they don’t relate to the current pay cycle. Feedback shows this feature will help manage payroll workload and forecast leave.
Delegates heard that the Ministry will monitor the Novopay Service Desk – based in Christchurch – to ensure queries are dealt with quickly and issues are resolved.
The Novopay project team will be at the Secondary Principals’ Association Conference for personal assistants (PAs) in Hamilton on 13 August. If your PA is attending, please suggest he or she attend the Novopay session on the first day.
